PROBLEM TO BE SOLVED: To standardize deletion frequency without the frequent occurrence of wear leveling processing.SOLUTION: A memory controller includes: a storage part in which registration deletion frequency is registered for each logical area; and a processor for registering the system maximum deletion frequency (the maximum value of a plurality of deletion frequencies respectively corresponding to a plurality of physical areas) in the case of mapping a spare physical area on any logical area as registration deletion frequency associated with the logical area as the mapping destination. The processor performs wear leveling processing on the basis of the registration deletion frequency of each logical area.
