PROBLEM TO BE SOLVED: To prevent a development bias voltage from being changed, on the basis of density of a density-control image to be formed when the development bias voltage is changed to be equal to or larger than a threshold.SOLUTION: Forming means 101 develops a latent image by applying a development bias voltage, to form an image on an image holding body. First changing means 103 changes the development bias voltage to be less than a threshold, on the basis of density of a patch image measured by measurement means 102. Second changing means 104 changes the development bias voltage to be equal to or larger than the threshold, on the basis of conditions other than the density of the patch image. Control means 106 controls the forming means 101 so as not to develop the patch image during the change of a development potential, which is caused when the second changing means 104 changes the development bias voltage. |
