PROBLEM TO BE SOLVED: To provide a dust boot capable of utilizing an inexpensive blow molding, to provide a method of manufacturing the dust boot by utilizing blow molding, and to provide a buffer capable of being inexpensively manufactured.SOLUTION: A dust boot 1 comprises a cylindrical boot body 2 including an expansible bellows portion 2a and covering a rod 5 coming in and going out to a cylinder 4 in a buffer D, and an annular flange portion 3 connected to an upper end of the boot body 2, and held by a rod-side spring receiver 6 mounted on the rod 5 of the buffer D and a suspension spring 8 disposed on an outer periphery of the buffer D. An angle &thetas; between the flange portion 3 and a horizontal line orthogonal to an axis of the boot body 2 at an outer part of the flange portion 3 is over 90 degrees and less than 180 degrees.
