PROBLEM TO BE SOLVED: To provide a method for producing C heavy oil capable of efficiently producing C heavy oil of low sulfur.SOLUTION: Provided is a method for producing C heavy oil including: a step where the second crude oil having characteristics that the content of sulfur is smaller and the concentration of chloride is higher compared with the first crude oil by the second distillation tower 11; a step where the first crude oil and a second light fraction obtained by being treated by the second distillation tower 11 are treated by an atmospheric distillation tower 7; and a step where the second heavy fraction obtained by being treated by the second distillation tower 11 are desulfurized by a desulfurization device 13 to obtain C heavy oil in which the content of sulfur is 0.5 wt% or lower.
