PROBLEM TO BE SOLVED: To calculate an accurate viewing situation in the case of measuring a viewing situation in CATV.SOLUTION: A viewing log preparation part 26 of a set-top box 11 creates a view log including the view history of a content outputted to a TV apparatus 12 and the history of the power ON/OFF of the TV apparatus 12 and sends the view log to a viewing situation measurement server 13. A view start/finish time calculator 42 of the viewing situation measurement server 13 analyzes the view log, calculates user's viewing period from the view history of the content outputted to the TV apparatus 12, and corrects the calculated user's viewing period, by the history of the power ON/OFF of the TV apparatus 12.
