PROBLEM TO BE SOLVED: To provide a reinforcing panel for concrete firmly bound to the surface of concrete and capable of exhibiting high strength to physical external force by an inexpensive production method.SOLUTION: Provided is a reinforcing panel 1 comprising: an FRP layer 2 molded by adding reinforcing fiber to a base material made of a thermosetting resin; and an anchor fiber layer 3 made of alkali resistant fiber laminated on the whole face of one side of the FRP layer 2. The anchor fiber layer 3 is formed in such a manner that un-cut piles 32 in which height and orientation are irregular are knitted into one side of a mesh knitting 31 with a polygonal network opening. The FRP layer 2 and the anchor fiber layer 3 are integrally molded to a sheet shape in a state where the over-half part of the thickness of the mesh knitting 31 is immersed into the base material of the FRP layer 2.
