The cosmetic composition for skin and hair care contains: 50-90 parts by weight of Cynachum wilfordii extracts, 10-17 parts by weight of a fermented liquid of turmeric, 5-9 parts by weight of kiwi concentrates (solid 65%), 25-40 parts by weight of Bitter gourd extracts, 50-90 parts by weight of Orostachys Japonlcus extracts, 25-30 parts by weight of a fermented liquid of Phellinus linteus, 5-13 parts by weight of a fermented liquid of turmeric, 15-43 parts by weight of Portulaca oleracea extracts, and 5-7 parts by weight of asparagus extracts with respect to 100 parts by weight of the Magnoliae flos extract. The present invention is configured to have strong moisturizing effects and does not cause skin troubles by containing natural ingredients.
