<p>DYNAMIC BANDWIDTH ALLOCATION (DBA) IS A PROMISING TECHNOLOGY FOR THE CURRENT (1G) AND NEXT GENERATION (10G) ETHERNET PASSIVE OPTICAL NETWORK (EPON) SYSTEMS, SINCE IT CAN OFFER HIGH BANDWIDTH, LOW COST, AND BROAD SERVICES. IN THE PRESENT INVENTION, A HIERARCHICAL DYNAMIC BANDWIDTH ALLOCATION SCHEME WITH RUSSIAN DOLL MODEL (RDM, 4) IS DISCLOSED THAT INTEGRATES TWO LEVEL OF SCHEDULING INSIDE THE OPTICAL LINE TERMINAL (OLT, 1) AND OPTICAL NETWORK UNITS (ONU, 2) RESPECTIVELY. IN THE PROPOSED DYNAMIC BANDWIDTH ALLOCATION (DBA) ALGORITHM WITH RDM, THE POLICING AND ALLOCATION TECHNIQUE ENABLES SUPPORT FOR THE TRIPLE-PLAY (VIDEO, VOICE, AND DATA) SERVICES AND OPEN ACCESS. SIMULATION RESULTS SHOW THAT THE PROPOSED ALGORITHM PROVIDES A FAIR SERVICE DISTRIBUTION OF THE BANDWIDTH AMONG THE FLOWS OF DIFFERENT SERVICE PROVIDERS. COMPARED WITH A HIERARCHICAL DBA ALGORITHM THAT IS WITHOUT RUSSIAN DOLL MODEL, SIGNIFICANT PERFORMANCE IMPROVEMENTS WERE OBTAINED IN TERMS OF THE BANDWIDTH UTILIZATION AND THE FAIRNESS.
