A method for manufacturing an environmentally friendly alkali aggregate reducing a heat island effect comprises a first step of preparing one or more light aggregates (a), one or more temperature sensing agent (b) among paraffin, polyethyleneglycol, and inorganic substance; and an alkali coating agent (c) having slag, fly ashes, red mud, plaster anhydride, a solid which is a mixture of NaOH or CaOH and a polymer, and mixed water mixed; a second step of soaking light aggregates prepared in the first step in the temperature sensing agent; and a third step of coating the alkali coating agent prepared in the first step on the surface of temperature-sensitive aggregates soaked in the temperature-sensitive agent through the second step.
