The present invention relates to a high-efficiency stirring device, and an apparatus for manufacturing zinc oxide from primary dust, including the stirring device. More specifically, the stirring device comprises: a rotary shaft connected to a stirring driving unit; at least one rotary plate connected to the rotary shaft; and a nozzle which is arranged at a lower portion of a stirring vessel, and includes at least one nozzle for supplying air bubbles. The rotary plate consists of an edge part and a central part which is penetrated. When using the stirring device of the present invention, the circulation of sludge in the stirring vessel is improved, thus reactions inside the stirring vessel can be efficiently carried out, and the generation of precipitates in a lower portion of the stirring vessel can be reduced. |
