When a first criterion pertaining to the acquired remaining balance, a second criterion pertaining to the acquired update time, and a third criterion pertaining to the acquired ID and the held determination list are fulfilled, the control unit (103) determines a reference time that shows the current time, performs a payment based on the acquired remaining balance and a prescribed incremental amount and updates the remaining balance of the portable device, updates the updated time of the portable device to the determined reference time, and generates a charge report so that a charge corresponding to the prescribed incremental amount is made by the management server to the account associated with the acquired ID. |
