The present invention relates to the field of adaptive multi-rate voice. Provided are a network, method and serving radio network controller (SRNC) for establishing an adaptive multi-rate voice service, the method comprising: an SRNC receives an uplink direct transfer message transmitted by a user equipment (UE), a non-access layer (NAS) message contained in the uplink direct transfer message recording a valid AMR-WB identifier and a valid AMR-NB identifier; the SRNC conducts congestion detection on the resources of a cell where the UE is located; if the SRNC determines that the resources of the cell where the UE is located are congested, then the SRNC transmits to a core network (CN) a first direct transfer message containing the modified NAS message, and the AMR-WB identifier in the modified NAS message is modified as invalid, so that the CN establishes a radio access bearer (RAB) with the AMR-NB service of the UE via the SRNC. The present invention can establish AMR-WB service or AMR-NB service for a newly accessed UE according to the resources of the cell for establishing AMR-WB service, and increase the success rate of establishing the AMR service in the cell. |
