Disclosed is an information sending method. The method comprises: receiving, by a first network device, alarm information sent by an alarm terminal; generating, by the first network device, first guidance information according to the alarm information after confirming the alarm information, and sending the first guidance information to a target terminal so that the target terminal can respond to the alarm information according to the first guidance information, wherein the target terminal is a terminal determined from terminals located in the same base station signal coverage range as the alarm terminal, or the target terminal is a terminal determined from terminals having a distance from the alarm terminal less than a threshold value. Also disclosed are a corresponding network device and terminal.
