The present invention is to provide a floating material for controlling green algae and red algae, which can provide a water purifying function by floating materials such as buoys, and particularly uses buoys used in a fish farm to prevent green algae and red algae in advance, and controls generated algae to decrease or prevent damage to the fish farm, and a method for manufacturing the floating material. To this end, the method for manufacturing a floating material comprises: a photocatalyst-containing coating solvent manufacturing step of manufacturing a photocatalyst-containing coating solvent; a photocatalyst attaching step of coating the photocatalyst on the floating member; a post-processing step of post-processing the floating member coated with the photocatalyst by immersing the floating member into distilled water; and a photocatalyst floating material finishing step of finishing the floating material coated with the photocatalyst by taking the floating member out of distilled water and drying the same.
