PROBLEM TO BE SOLVED: To suppress wear and permanent deformation of a cleaning member that cleans a cleaning target body.SOLUTION: A cleaning blade 62 is in contact with the surface of a photoreceptor drum 31 to clean the surface of the photoreceptor drum. The cleaning blade 62 includes a material of a part in contact with the surface of the photoreceptor drum 31 in which a value x of 100% modulus (mega Pascal) at 23°C and a value y of permanent elongation satisfy a condition (x/y>11.4).
