The invention relates to programmable information display devices. The technical result consists in increasing the volume of information conveyed. A device for forming and displaying alpha-numeric and graphical information contains a power source, a setup unit and light-emitting elements. The setup unit contains a micro-controller or a microprocessor, information input buttons, regulating resistors, and current-amplifying transistors. The light-emitting elements are in the form of an array, the light stream of which is formed within the range of infrared and ultraviolet wavelengths. An image is formed by constantly illuminating the light-emitting elements on the array or by successively switching on and off the light-emitting elements to create the effect of a "news ticker".
