The present invention provides: an organic electroluminescent element which has excellent productivity and is capable of achieving white light emission with high luminous efficiency; and an organic electroluminescent panel which is provided with this organic electroluminescent element. An organic electroluminescent element according to the present invention sequentially comprises a positive electrode, a hole transport layer, a first mixed light emitting layer, a light emitting dopant layer, a second mixed light emitting layer, an electron transport layer and a negative electrode. The first mixed light emitting layer contains a first light emitting host material and a first light emitting dopant material. The second mixed light emitting layer contains a second light emitting host material and a second light emitting dopant material. The light emitting dopant layer is substantially formed only of a third light emitting dopant material, and is thinner than the first mixed light emitting layer and the second mixed light emitting layer. |
