PROBLEM TO BE SOLVED: To provide a charging member capable of suppressing adhesion of contaminants on the surface thereof and of suppressing the generation of C-set images.SOLUTION: The charging member has a conductive support body and an elastic layer as a surface layer. The elastic layer has at least one maximum value in the Young's modulus distribution at each position in the depth direction, with the elastic layer fulfilling the conditions of mathematical expressions (1-3): (1) 0.8 μm≤Tmax≤2.5 μm; (2) 0.6 MPa≤b≤1.2 MPa; and (3)(a-b)/b≥0.40.
