PROBLEM TO BE SOLVED: To prevent a function released to a terminal instead of restricting a function of the terminal from being illegally used by the terminal.SOLUTION: A function control system includes a first terminal and a second terminal. The second terminal includes: a monitoring section for monitoring the existence of connection between the first terminal and the second terminal; and a control section for restricting the use of a first function held by the first terminal with respect to the first terminal and also permitting the use of a second function held by the second terminal in the second terminal when the first terminal is in a connection state with the second terminal.
