A band control apparatus for controlling a band used by a communication session is characterized by: holding, for the communication session, a transmission source address, a destination address, transmission source port identification information, destination port identification information, and band control information including a band value allocated to the communication session; if the communication session is established, executing a first band measurement process to measure, for a first time, the band used by the established communication session; if it is determined that the band measured in the first band measurement process is of a given value, executing a related band control information determination process to determine, on the basis of the band measured in the first band measurement process, whether the band control information related to the established communication session is held; and, if it is determined that the band control information related to the established communication session is not held, executing a second band measurement process to measure, for a second time longer than the first time, the band used by the established communication session. |
