Disclosed is a cosmetic composition comprising film-forming polymer having a contact angle of 5 at least 85°, non-volatile silicone oil, and cosmetically acceptable carrier, wherein the non- volatile silicone oil comprises dimethiconol, aminosilicone or a mixture thereof and the weight ratio of the film-forming polymer to the non-volatile silicone oil is at least 1:4, wherein the film- forming polymer is selected from silicone resin, non-silicone resin film-forming polymer or a mixture thereof. The composition is capable of forming a film on skin to provide the benefits of 10 wash-off resistance, abrasion resistance, cumulative deposition of beneficial agent, and/or long- lasting deposition of beneficial agent. |
