The present invention relates to a method for manufacturing an adsorbent using paper sludge. The method for manufacturing an adsorbent comprises: a drying step for drying paper sludge generated in a paper mill; a combustion step for obtaining paper sludge ash by burning the dried paper sludge; a mixing step for mixing the obtained paper sludge ash with one or more sulfur compounds selected from sodium sulfide Na_2S and sodium sulfate Na_2SO_4, and a pore forming agent; and a plasticizing step for plasticizing a mixture obtained in the mixing step at a temperature of 180°C or higher. According to the present invention, the paper sludge ash generated in a paper mill is used, thereby having an excellent adsorption performance and high economical efficiency.
