A vehicle-mounted device, which communicates with a predetermined vehicle-mounted device mounted on each of a plurality of vehicles by a radio signal, includes measurement means that detects the radio signal to measure a congestion level, reception means that receives, from each of the predetermined vehicle-mounted devices, the value of a predetermined parameter, in which a degree of contribution to congestion increases as the value of the parameter increases, from among parameters relating to the communication of the predetermined vehicle-mounted device, and control means that sets, when the congestion level measured by the measurement means is outside a set predetermined range, the value of the predetermined parameter of its own device so that the congestion level is within the predetermined range in consideration of the magnitude relationship between the congestion level and a value within the predetermined range and a magnitude relationship between the value of the predetermined parameter received by the reception means and the value of the predetermined parameter of its own device. |
