<p><P>PROBLEM TO BE SOLVED: To provide a scrubbing agent that has an extremely low influence even if the scrubbing agent is discharged into the nature and is excellent in detergency; to provide a method of producing the scrubbing agent; and to provide a detergent that contains the scrubbing agent and is excellent in detergency. <P>SOLUTION: The scrubbing agent contains a biodegradable plastic and natural vegetable powder, wherein the biodegradable scrubbing agent is formed by curing a mixture of a melted or dissolved biodegradable plastic with the natural vegetable powder.
