A lower-level information acquisition unit (50) searches a lower-level network and acquires lower-level addresses for air conditioners connected to said lower-level network. A database generation unit (51) searches an upper-level network and generates a database of upper-level addresses for air conditioners connected to said upper-level network. An address allocation unit (52) refers to the database generated by the database generation unit (51) and allocates free upper-level addresses in the upper-level network to the air conditioners connected to the lower-level network. A table generation unit (53) generates an address conversion table that converts the upper-level addresses allocated by the address allocation unit (52) to the lower-level addresses acquired by the lower-level information acquisition unit (50).
