The present invention relates to a foreign substance introduction preventing cover preventing foreign substances from being introduced into an object having an outlet communicated with the outside and a locking device preventing the foreign substances from being introduced with a key together. According to the present invention, the foreign substance introduction preventing cover comprises: a shielding unit; an elastic attachment member; and a hinge unit. The hinge unit comprises: an insertion space; a first fixing member; a rotation member; a second fixing member; and a support unit. The rotation member rotates with the shielding unit together. Moreover, the present invention comprises the foreign substance introduction preventing cover comprising: the elastic attachment member; the shielding unit; and the hinge unit having the insertion space and the first fixing member and the rotation member and the second fixing member and the support unit.
