PROBLEM TO BE SOLVED: To perform fine quantization control depending on a characteristic of video in a macro block.SOLUTION: A moving picture decoding method is for decoding a moving picture encoded by the steps of: dividing a predetermined-sized block obtained by dividing each frame of a moving picture into small blocks; performing orthogonal transform with a size equal to or smaller than that of the small block; quantizing an orthogonal transform coefficient by using a quantization parameter determined depending on an image feature for each small block having the same shape as a shape obtained by division into small blocks; calculating difference between the quantization parameter and an intermediate value of quantization parameters of a plurality of encoded predetermined-sized blocks or small blocks in the vicinity; and performing encoding including division information on the division of the predetermined-sized blocks into the small blocks and the difference. The moving picture decoding method includes the steps of: reproducing a quantization parameter corresponding to a small block from the encoded difference; and performing inverse quantization of an orthogonal transform coefficient on the basis of a quantization parameter corresponding to a small block selected in the encoding, on the basis of the reproduced quantization parameter. |
