The present invention relates to a functional structure for protecting roadside trees and a constructing method thereof comprising: a ground reinforcing layer (10) which applies to the ground where roadside trees (1) are planted; and a polymer roadside tree protecting layer (20) which is formed on the ground reinforcing layer by a laminated structure.
