The present invention provides a bypass line through type electrolysis ballast water treatment method and a device designed to disinfect fresh water and seawater. Carbon dioxide is dissolved in seawater to lower pH and to be converted to a fine bubble, and then, when the pH of seawater is low, a present rate of HOCl having excellent oxidizing power of all oxidation materials generated in case of electrolysis to be increased. Thus, in the same TRO concentration condition, compared to a water treatment device of a conventional electrolyzed water treatment method, sterilizing efficiency may be increased. Moreover, as only a portion of flowing seawater is processed by fine bubble treatment and electrolysis treatment, electrolysis efficiency with respect to an installation area of an electrolysis treatment means can be maximized.
