Embodiments of the present invention provide a method for controlling user equipment access, and a base station. The method comprises: determining wireless resource usage of a low power node (LPN); and providing a service for a user equipment awaiting access according to the wireless resource usage of the LPN. According to the present invention, the LPN can proactively initiate user equipment switching to switch a user equipment served by another base station to the LPN. In an overloaded heterogeneous network, the technical solution can quickly and flexibly switch user equipments, thereby effectively balancing the loads of macro eNodeBs and LPNs. In addition, the technical solution can effectively reduce signaling overheads and improve network performance.
