A specific scheme comprises: obtaining a user distribution probability density of a preset quantity of users; calculating a region probability of each user according to the user distribution probability density of the preset quantity of users; and calculating a user estimated value, p(k) or a service estimated value according to the region probability of each user. The present invention is used for data processing.
