Provided is a small-sized and inexpensive control device which can effectively suppress a load fluctuation of an engine (6) according to conditions of a main pump circuit. An assist torque calculation task (53) of a machine controller (30) includes a target engine torque calculation task (101) separating smooth torque components (Tsm) from main pump load torque (D1) and setting a minimum value of either smooth torque component (Tsm) or engine setting torque (Tes) as target engine torque (Tet), and a subtractor (59) calculating target assist torque (Tat) based on a difference between the main pump load torque (D1) and the target engine torque (Tet). The assist torque calculation task (53) includes a function of controlling a capacity of an assist pump (10) based on the target assist torque (Tat) and controlling switching between an assist mode and a charge mode.
