PROBLEM TO BE SOLVED: To provide an inter-network repeating device capable of avoiding packet discard in an overhead band, even if a value, described in a band control item in a communication protocol, corresponds only to a packet data part.SOLUTION: An inter-network repeating device includes: first means for obtaining band information on packet transmission from information in a packet when receiving a call connection request packet; second means for obtaining information on a codec; third means for obtaining a previously registered codec coefficients parameter, corresponding to an obtained codec; fourth means for calculating a band control parameter on the basis of the obtained first setting information rate and the obtained codec coefficients parameter; and fifth means for determining whether a band for packet transmission can be ensured or not.
