PROBLEM TO BE SOLVED: To contribute to appropriate service allocation and service enhancement to a server group considering a congestion situation of a network between bases due to concentration of traffic or the like.SOLUTION: A resource management device 10 comprises: a load situation learning unit 12 that exchanges load situation information on resources of a server at each base by mutually communicating with another base via a network in an environment one or more servers are deployed at a plurality of bases, and learns the load situation information on resources of the server at each base per executed communication processing; and an overhead calculation unit 13 that calculates and outputs overhead which is a relative value of the amount of resources required by another base to the amount of resources required by its base per communication processing regarding the amount of necessary resources required for execution of communication processing by comparing the load situation of the other base with the load situation of the base per communication processing on the basis of the learned load situation information on resources of the server of each base per communication processing. |
