PROBLEM TO BE SOLVED: To reduce a frequency at which a code amount more than necessity is consumed for making an image close to that including quantization distortion by a first encoding method and to improve encoding efficiency.SOLUTION: An encoding method conversion apparatus for converting an input stream of an image encoded by a first encoding method into a stream of an image encoded by a second encoding method includes: decoding means for decoding the image of the input stream by the first encoding method; encoding means for encoding a decoded image decoded by the decoding means by the second encoding method; and quantization parameter control means for referring to a first quantization parameter obtained by decoding with the decoding means and adjusting a second quantization parameter on encoding by the second encoding method.
