PROBLEM TO BE SOLVED: To suppress burrs from being generated on a cut end face of a separator material when the separator material is cut using a blade tool.SOLUTION: A manufacturing device 40 includes a lower die 41 and an upper die 46 which are disposed to face each other in a vertical direction of a long band-like separator material 50 and to be vertically movable. The lower die 41 includes a blade tool 42 for cutting the separator material 50 and a heat source 43 for welding the separator materials 50 to each other. The upper die 46 includes a receiving part 47 capable of receiving the blade tool 42 and a pressing part 48 for pressing the separator material 50 to the heat source 43.
