Provided is a method for manufacturing a photocatalyst composite. The method for manufacturing a photocatalyst composite comprises the following steps: preparing a first metal; preparing an electrolyte containing a band gap energy control agent; and manufacturing a photocatalyst composite having band gap energy narrower than that of the first metal by immersing the first metal in the electrolyte and then carrying out a plasma electrolytic oxidation process.
