This resource management system is provided with a first monitoring unit that monitors the state of a resource supplied by a first resource supply source, a first storage unit that stores a first policy that defines a first on/off signal in accordance with the state of the resource supplied by the first resource supply source, a first path control unit that generates said first on/off signal on the basis of the first policy and monitoring results from the first monitoring unit, a second monitoring unit that monitors the state of a resource supplied by a second resource supply source, a second storage unit that stores a second policy that defines a second on/off signal in accordance with the state of the resource supplied by the second resource supply source, a second path control unit that generates said second on/off signal on the basis of the second policy and monitoring results from the second monitoring unit, a third monitoring unit that monitors the state of the resource supplied by the first resource supply source, and a third path control unit that controls the first path control unit and/or the second path control unit on the basis of monitoring results from the third monitoring unit so as to make said path control unit(s) generate the first on/off signal and/or the second on/off signal.
