This device-controlling system (1) comprises a device-controlling apparatus (10) and a plurality of devices (20). The device-controlling apparatus (10) is connected to each of the devices (20) via a communication network (30), and each of the devices (20) stores a priority degree that represents an allowable power-usage level. The device-controlling apparatus (10) changes the priority degrees stored by devices (20) that meet change criteria. The respective devices (20) perform control operations based on the priority degrees changed by the device-controlling apparatus (10).
