PROBLEM TO BE SOLVED: To improve operation efficiency of a train without degrading convenience for a passenger.SOLUTION: An effective vehicle number decision part 25 decides an effective vehicle number of each train so that, when a plurality of trains are made to travel in a predetermined operation consist number per a unit time, a passenger transportation amount per a unit time by a train does not goes below a required transportation amount and a total effective vehicle number is minimum. A control information generation part 29 generates a control information for controlling so that a train containing effective vehicles, being an effective vehicle number, that is decided by the effective vehicle number deciding part 25 is operated with a predetermined interval. |
