An LTE system comprises an eNB (200-2) which supports D2D communication that is one LTE communication method to perform direct communication between nearby devices, and an eNB (200-1) which is included in an LTE network. A communication control method comprises: a step (S11) in which the eNB (200-2) requests the eNB (200-1) to assign a D2D communication resource; a step (S12) in which on the basis of the request from the eNB (200-2), the eNB (200-1) assigns the D2D communication resource from a specific frequency band shared by a plurality of mobile network operators or a plurality of communication systems to the eNB (200-2); and a step (S16) in which the eNB (200-2) performs the D2D communication using the D2D communication resource assigned by the eNB (200-1).
