A referrer user may then be selected from the group of users based on the calculated social impact ratings. A referral request may be generated and transmitted to referrer user. The referral request includes a custom referral offer for the referrer user based in part on the social impact rating of the referrer user. The custom referral offer may include a reward issuable to the referrer user in exchange for referring a new user to a network-based service.
