<p>PROBLEM TO BE SOLVED: To provide a vehicle seat with a seat belt device capable of suppressing the occurrence of the submarine phenomenon to a seated passenger by using a simple mechanism, while ensuring light weight and low cost.SOLUTION: A retractor 21 functions to rotate a winding shaft 21a to unreel a seat belt 20 if a load exceeding a predetermined load is applied to the retractor 21 from the seat belt 20 after the retractor 21 is temporarily locked. A first arm member 22 is rotatably attached to the winding shaft 21a, the first arm member 22 is locked to the winding shaft 21a by an inertia lock 24, and the first arm member 22 rotates along with the winding shaft 21a if an acceleration exceeding a predetermined acceleration is applied to the first arm member 22. In FIG. 1, a second arm member 23 coupled to the first arm member 22 rotates clockwise in proportion to the counterclockwise rotation of the first arm member 22.
