In the present invention, a large scale disaster prevention area is provided by way of: forming a buffering layer with developed tables reinforced with structural materials such as steel frames; providing a flowable body such as sand, soil, or the like in the buffering layer; providing an access opening in the tables; providing, in the tables, an access opening for workers to perform work at and equipment required for improving flowable body distribution when the flowable body is unevenly distributed due to seismic motion or changes over time; and disposing, inside the buffering layer, a control plate to control the flow of the flowable body. By constructing cities and urban areas in this disaster prevention area, damage from seismic motion, liquefaction, landslides, active faults, and the like can be mitigated. |
