The present invention relates to a base station control apparatus, and a base station overlapped clustering operating method thereof. The disclosed base station overlapped clustering operating method comprises the following steps: receiving preference channel information including one or more preferred radio wave information among pattern information, polarization information or beamforming information of a radio wave, along with information on a base station set, from which a user desires to receive an overlapped cluster service, from a mobile communication terminal; and operating a specific cluster structure corresponding to the preference channel information among a plurality of cluster structures by a combination of the information on the base station set and the radio wave information, by using a time division technique, and providing the overlapped cluster service to a plurality of terminal apparatuses. Therefore, outage ratios are reduced in all mobile communications terminal apparatuses including a mobile communications terminal apparatus or the like having a low transmission ratio or located at the boundary.
