The present invention relates to carbon felt, a surface treating method thereof, a vanadium-redox flow secondary cell having the same and a stacked secondary cell. The method is configured to impregnate the surface of the carbon felt in a liquefied oxidation agent and perform ultrasonication on the surface of the carbon felt of the carbon felt, thereby reducing time consumed in treating the surface of the carbon felt even if not performing heat treatment or using a catalyst including precious metals, and enhancing energy efficiency by promoting oxidation and reduction of vanadium as well as enhancing affinity between an electrolytic liquid and the carbon felt.
