<p><P>PROBLEM TO BE SOLVED: To prevent deterioration in a transmission signal due to decline in an isolation performance. <P>SOLUTION: A relay processing unit 15 determines there is abnormality, that is, an isolation performance is deteriorated if an inspection packet is received during counting of waiting time of the inspection packet. On the other hand, the relay processing unit 15 determines there is no abnormality, that is, the sufficient isolation performance is maintained if an inspection packet is not received during counting of waiting time of the inspection packet.
