The present invention relates to a seedling apparatus for germinating a seed and raising a seedling. The seedling apparatus comprises: a seedling box having a plurality of seedling cells; and mat block type bed soil having a plurality of mat blocks corresponding to the seedling cells. The seedling box includes: a box frame; and a barrier which is formed at a predetermined height from the upper side of the box frame. The seedling cells are formed by the barrier, and a seedling cell drain hole, which penetrates the upper and lower sides of the box frame, is positioned on the seedling cells.
