The present invention provides a solid oxide electrolysis cell for generating carbon monoxide with high efficiency, capable of operating at low temperatures. According to an embodiment of the present invention, the solid oxide electrolysis cell comprises: a cathode having a double-layered perovskite structure for generating carbon monoxide, and discharging carbon monoxide gas formed by being degraded from carbon dioxide; an anode arranged to face the cathode for discharging oxygen formed by being degraded from the carbon dioxide; and an electrolyte arranged between the anode and the cathode.
