According to an embodiment, a cloud service brokerage system includes: an interface unit for processing an interface with a tenant; a tenant registration unit for receiving tenant information including tenant attribute information and tenant preference information from the tenant, and registering the received tenant information; a requirement analysis unit for receiving service requirement information from the tenant, and analyzing the service requirement information; and a service recommendation/evaluation unit for inferring and recommending a proper service on the service requirement information of the tenant by referring the tenant information.
